Bump on finger near the nail what could it be ?
An abcess maybe? "White thick liquid" sounds like pus that built up under the skin, possibly from a splinter, poke with a sewing needle, or something like that. Basically a tiny infection.

If she has arthritis, it could just be a cyst. Sometimes those develop around smaller arthritic joints (fingers and toes).

Not sure about it growing back. Maybe it was an abcess, but the infection is still there (so more pus would develop).

EDIT: oh yeah, it could just be a hard callous/blister thing. Although you described it as a ball. It's hard to say without seeing it.

Just get it checked out.
